Formation: N + を通して/を通じて; written: を通じ; N + を通しての/を通じての + N
This pattern has two meanings. The first is the medium, intermediary or experience through which something happens: a person, the media, an activity. The second is a whole period or area without a break, as in 一年を通して, meaning all year round. The two forms are largely interchangeable. Many speakers feel を通じて is a little more formal and suits channels and networks (インターネットを通じて, 外交ルートを通じて), while を通して suits a deliberate process such as learning through experience, but sources do not draw a firm line. 〜によって marks means, agents and causes much more generally. 〜にわたって stresses how large a span is (三日間にわたって), while 〜を通して for time means 'all through' and is often used with ongoing states such as climate.

Thinking about international politics through small, cute creatures also means adding to the questions with which we view the world.
を通じて follows 小さくてかわいい生き物たち and marks them as the medium through which international politics is considered. It presents the characters as a channel or lens, which a simple で would not bring out as clearly, and it suits the formal register. The light contrast between cute creatures and international politics carries the writer's point. Watch for the other meaning: with a time word, as in 一年を通じて, it means 'throughout'.
