N2

it is not that, it doesn't (necessarily) mean that

Denies a conclusion that the listener might draw from the situation or from what was just said. With words like 全部, 必ずしも, 別に or いつも it gives a partial negation: not all, not always. It is common in speech and writing; わけじゃない is the casual form. Compare 〜わけがない, which flatly says something is impossible, while わけではない only corrects an assumption. 〜とは限らない is close but is used for general rules ('not necessarily so'), and it often appears together with 〜からといって.

Conflicts do not necessarily begin because all the parties want a large-scale battle from the outset.

わけではない attaches to the plain verb 始まる and pairs with 必ずしも at the start of the sentence, producing a partial negation. The writer is rejecting a general assumption, not claiming that conflicts never begin from a desire for war. A plain 始まらない would be far too absolute. Keep 必ずしも in mind through the long middle of the sentence, because the negation only arrives at the very end. The same pattern appears in p4s3, 解消されたわけではない.
