欧州などが実施を強く促すよう求めたのに対して、経済成長への影響を嫌う国は反発し、「各国の事情に応じて実施を加速する」との文言にとどまった。

Whereas Europe and others demanded that the text strongly urge implementation, countries wary of the impact on economic growth pushed back, and the result went no further than the wording "accelerate implementation in accordance with each country's circumstances."

In the quoted wording 「各国の事情に応じて実施を加速する」, に応じて attaches to 事情 (circumstances). It makes the pace of implementation depend on each country's situation. This qualifier is what weakens the commitment: each country can decide for itself how fast to act. The writer quotes it word for word to show how diluted the agreement became, and the following にとどまった signals disapproval.

店まで行き、各店の広さに応じた品ぞろえの棚の間に身を置く。

You go all the way to the store and place yourself among shelves whose selection suits the size of that particular store.

に応じた attaches to 各店の広さ and modifies 品ぞろえ: 'a selection that suits each store's size'. It means the stock varies with the size of the shop, so every store is different. That variety is part of why browsing is worthwhile. As in this sentence, the form before a noun is に応じた (not に応じての). Don't confuse it with 応じる meaning 'to respond to' (要求に応じる).
